Description
SNG is looking for a Program Manager to join our team supporting a customer at the Dahlgren Gun Range. The position requires a minimum of ten (10) years of experience in engineering and related technical services supporting explosive and non-explosive open air and indoor test, evaluation, and experimentation for the Engagement Systems Department primarily focused in the Test and Evaluation Division (E-40) at the Naval Surface Warfare Center, Dahlgren VA. The candidate will have a background in working with the variety of processes and elements associated with Program and Financial Management supporting weapons development and advanced technology acquisition programs conducted at the Naval Surface Warfare Center, Dahlgren Division (NSWCDD).
 
  • Develops briefs and/or reports on the status of assigned projects
  • Utilizes a database or tracking system to process orders.
  • Must have the ability to schedule, budget, and oversee the quality of all tasking elements; ability to research and collect data, analyze problems and recommend solutions. 
  • Experience in assembling and preparing documentation and reports to support and reflect progress on requirements, goals, objectives, action items, upcoming events, issues and concerns. 
  • Must demonstrate strong interpersonal skills including ability to communicate, both orally and in writing, and proficiency in writing reports and instructions; be able to brief senior leaders on the status and progress of task assignments.
  • Must possess broad management experience with DOD/Navy contracts to include planning and assignment of tasking, management of task execution - forecasted vs actuals, tracking budgets, invoices and actual cost expenditure data, supervising personnel and interfacing/coordinating with Government contracting management personnel, assigned technical COR and/or Task Order Managers.
  • Possess extensive experience managing a large executing workforce responsible for performing multiple Program, Financial and Administrative functional areas of support in a variety of technically challenging projects, develop project staffing plans, and work breakdown structures.

Minimum Qualifications:
Ten (10) years professional technical experience that comprise the following:
  • Eight (8) years specialized experience in the development and evaluation/testing of major weapons systems.
  • Six (6) years demonstrated Program Management experience over efforts of comparable size and complexity to this requirement. It is desired that this includes management over subcontractor efforts.
  • Eight (8) years specialized experience in the development and evaluation/testing of major weapons systems.
  • Quality Assurance experience including ISO 9000 programs, and life cycle planning and costing experience.
  • Bachelor’s Degree.
  • Three (3) to five (5) years of Department of Defense acquisition experience or related acquisition experience.  
  • Minimum of a SECRET level Security clearance.  
  • Must have demonstrated strength in managing customer expectations, task prioritization, and daily interface with customers.
