Job Description:

Seneca Global Services has an immediate need for a Requirements Analyst to support our government client in the National Capital Region. This position requires an active Secret clearance.

 

The Requirements Analyst will support the elicitation, documentation, and analysis and management of requirements for large DoD IT projects. This person will provide requirements and analysis support that adapts industry leading business requirements analysis practices to the DoD program we support This person will also contribute to emerging enterprise architecture initiatives.

The candidate will:

  • Research complex processes, procedures, business rules and supporting systems to understand how they support the financial and logistical needs of the Department of Defense
  • Construct straw models of this information using an enterprise architecture tool (current tool is Sparx Enterprise Architect)
  • Develop elicitation questions designed to uncover missing or unclear aspects of the process, requirements needed to support the process or business rules that guide process decisions
  • Collaborate with peers to verify and validate information artifacts prior to conducting elicitation activities
  • Conduct client elicitation sessions in either an in-person or remote (virtual) setting, often with stakeholders who may have divergent viewpoints
  • Document requirements and update relevant architectural models from elicitation results
  • Verify and validate requirements information
  • Update version and management models as they evolve
  • Conduct research on enterprise architecture approaches, and analyze the benefits and drawbacks of various approaches for given project initiatives

The candidate will primarily be working with business function stakeholders.  However, he/she may be asked to support data gathering, reconciliation and documentation activities as well as support for agile releases.  This may entail requirements linkage between the operational level and associated system functionality. The candidate should also be able to "see the big picture", understanding that when other work products are affected by new requirements, he/she needs to revisit the related diagrams and update them or (in some cases) re-validate them with stakeholders.

Requirements:

  • Active SECRET clearance (an Interim Secret is acceptable).
  • Bachelor of Arts or Science from an accredited university or college.
  • 5+ years of professional experience in business analysis, ideally in a DoD environment, including support with developing requirements and/or business processes
  • Experience with enterprise architecture and/or solution architecture in a government setting (preferably DoD)
  • Ability to work independently in an enterprise architecture tool, with some training.
  • Strong meeting facilitation skills in order to conduct professional and productive elicitation sessions.
  • Must be a team player, with demonstrated experience collaborating with a diverse team that includes government and multiple vendor partners
  • Strong communication skills to be able to use architectural visualizations to "tell a story" about how a business process might execute, a system might function, or how data is used to support business activities. 
  • Strong critical thinking skills to be able to clarify ambiguities which may be clear to stakeholders but not clear to developers, or uncover areas where the stakeholder might have a flawed or incomplete understanding of the subject under discussion.
  • Must be able to self-direct in a high-performance environment

Desired Qualifications:

  • Understanding of the DoD Business Capability Acquisition Cycle (BCAC), a process that seeks to develop and implement business/acquisition processes to acquire systems more efficiently
  • Experience using EA tools, such as SPARX.
  • Certifications in the area of business architecture or business analysis
