This position serves as the Program Manager for Operations/Exercise Planning for a government customer. The program coordinates and executes worldwide deployments to advise and assist USG personnel and host nation governments with rapid-response to terrorism incidents and significant threats, including those incidents involving weapons of mass destruction (WMD) and/or chemical, biological, radiological, nuclear (CBRN) response support, and with situations that require incident management or foreign consequence management. Additionally, the program engages in regional and national level, overseas counterterrorism exercises to support program operational planning and readiness. The work location is in Arlington County, VA with occasional travel to overseas locations to include high threat, high risk areas.
Under direction of the Senior Program Manager for Operations, the Program Manager for Operations/Exercise Planning provide internal and external coordination, exercise planning and logistical program support, and resource policy guidance as well as administrative support to the program. In performance of their duties, they shall design and coordinate the execution of activities and tasks related to program operations and readiness exercise planning and execution.
Under direction of the Senior Program Manager for Operations, the Program Manager for Operations/Exercise Planning provide scenario-based exercise planning for program operations from inception to completion and ensure the program’s capability to lead the program in prosecuting its mission. This effort is integral in planning, preparing for, and responding to terrorism incidents and significant threats, and directly affects the safety and security of all USG personnel assigned to overseas locations.
Under direction of the Senior Program Manager for Operations, Program Managers for Operations/Exercise Planning develop new relationships and improve existing relationships to foster analytical and planning collaboration with interagency counterparts in anticipation of future actions.
- Plans and designs the execution of activities and tasks of the program at the direction of the Senior Program Manager for Operations.

- Interacts with the interagency partners to coordinate and plan emergency response in support of the program’s mission. Participates in interagency working groups to assist in the development and coordination of USG policies and programs and briefs program leadership on the outcome of meetings.
- Provides briefings to senior government officials on USG policy and tactics in responding to terrorist threats and significant incidents abroad; provides in-depth training to senior government personnel, on crisis response coordination; provides in-depth briefings and extensive training to support this objective.
- Serves as the lead interagency planner, with the Senior Program Manager for Operations, for emergency operation exercises and attends all planning events. Each exercise has a minimum of three planning conferences that are between 3-5 days in duration, three site survey/visits that are between 3-5 days in duration, a scripting conference and the execution event cycle. The scripting conference will average 7-10 in duration. The exercise execution cycle will average 10-21 days in duration. Participates in the exercise control group during the exercise execution.
- Supports the development of scenarios, with supporting material, to portray an incident that would require the deployment of the program during emergency operation exercises or other exercises or training events deemed operationally essential by the senior leadership.
- Assists with the coordination of major full field exercises including participation by Department of State (DOS), Department of Defense (DoD) units, host nation personnel, and other interagency community elements as appropriate.
- Develops and delivers a comprehensive curriculum that provides initial and advanced education to senior USG personnel, host nation personnel, and the interagency community.
- Manages and supports an active program lessons learned process and contributes to a central repository of all after action reviews used to improve program planning, training, organization, and operations capabilities.
- Programs specific monitoring and oversight, including ground and air movement of personnel, equipment transport, government and commercial courier services, vehicle support, documentation, scheduled air support, and the coordination of sub-contracted personnel from other USG agencies.
- Support program exercise planners for training exercises. Liaises with DOS, DOD and interagency partners to coordinate, facilitate, and verify training for the program. Reports to senior program leadership for direction and planning guidance for all exercises.
- Bachelor’s Degree or equivalent, no less than three years of experience with comparable counterterrorism programs.
- Ten years’ experience in strategy development and/or as an operational planner.
- Ability to communicate effectively, both orally and in writing, to provide advice and assistance, develop and interpret policies and procedures, maintain liaison, prepare and present briefings and reports, and defend recommendations for changes in program implementation, operating methods, and practices
- Ability to establish plans and policy goals and objectives to present to senior leaders.
- Expert knowledge of mission, organization and interrelationships of the DOS, DOD, and interagency elements as it relates to program operations.
- Three or more years of work experience within the upper levels of one or more of the following agencies or departments: DOS, DOD, Department of Justice (DOJ), the Intelligence Community (IC), the Department of Homeland Security (DHS), or other equivalent entity. Work experience includes but is not limited to producing reports, studies, and white papers, and effectively communicating, briefing, and working with senior leaders at a GO/FO equivalency.
- Knowledge and experience working within the framework of Presidential Policy Directives (PPD), or similar documents, specifically PPD-1, PPD-25, and PPD-30.
- Knowledge of operational programs that require collaborating and coordinating with U.S. Government, private sector stakeholders, and foreign entities in order to support the program’s mission.
- Knowledge regarding applicable authorities, domestic and international laws, roles and responsibilities of U.S. government agencies as they relate to coordination of logistical processes for execution of the emergency management mission.
- Understanding of the intra- and inter-agency crisis response planning and execution processes.
- Ability to develop and to maintain effective and professional relationships with Government, military, and civilian direct hire and contractor personnel at all levels.
- Requires short-notice TDY travel to CONUS and OCONUS locations in potentially austere or dangerous environments, for extended periods of time and without common first-world amenities.
- Master’s degree in any field of study.
- Completed planning school equivalent to military JPME II, SAMS/SAW, BSAP.
- Experience on a Special Operations Forces staff.
- Related experience working with interagency organizations.
- Five years of work experience within the upper levels of the Department or within one or more of the following agencies or departments: DOS, DOD, DOJ, IC, DHS, or other equivalent entity with direct experience working in or with U.S. Special Operations Command (SOCOM) or specifically, Joint Special Operations Command (JSOC) operations during that period.
- Multiple years of working with General Officer, Senior Foreign Service, or Senior Executive Service level leaders, with the ability to brief and engage as needed.
- Multiple years of proven writing ability resulting in published articles, reports, and studies written at a Master’s thesis level.
- Subject Mater Expert (SME) with experience, in the last three years, working in the FBI’s Counterterrorism Division (CT/D) or Weapons of Mass Destruction Directorate (WMD/D). Experience working as a Legal Attaché at an overseas posting is extremely desired.
- Applicants selected for this position at the start of this task shall have a Top Secret level clearance with SCI eligibility. This task requires access to JWICS computer network systems.
- All individuals supporting this task must maintain the required clearance levels throughout the contract period of performance. At the discretion of the government, selected individuals supporting this task order will require access to Special Access Programs (SAP).
- All individuals shall require access to SCI, Non-SCI, SAP, NATO, FOUO, and Focal Point Material in the performance of this effort.
- All individuals shall require access to OPENET, CLASSNET, FP//ACCM, JWICS, and SAP computer network systems only at government facilities.
- All individuals shall have authorization to transport/courier classified information up to Top Secret level in the performance of official duties upon approval of and designation by the COR. Individuals shall require access to secure communications equipment in the performance of official duties.
