INTRODUCTION

The Department of Defense (DoD) HIV/AIDS Prevention Program (DHAPP) is a dynamic global HIV/AIDS program working to curb HIV/AIDS in the militaries of foreign countries. The global HIV/AIDS epidemic negatively affects many militaries and other uniformed organizations worldwide by reducing military readiness, limiting deployments, causing physical and emotional decline in infected individuals and their families, posing risks to military personnel and their extended communities, and impeding peacekeeping activities.

 

In response to this threat, DHAPP and the U.S. Government began initiatives in 2001 to combat the HIV/AIDS epidemic globally. In 2003, DHAPP represented DoD as one of the key government agencies implementing the President’s Emergency Plan for AIDS Relief (PEPFAR) alongside the U.S. Centers for Disease Control and Prevention (CDC), the U.S. Agency for International Development (USAID), the Peace Corps and other agencies for PEPFAR global programming.

 

Using country priorities set by the U.S. Under-Secretary of Defense for Policy and by the Office of the Global AIDS Coordinator (OGAC), DHAPP implements bilateral and regional strategies in coordination with respective Combatant Commands (COCOMs) and PEPFAR Country Support Teams to offer military-to-military HIV/AIDS program assistance. DHAPP provides strategic information and supports defense forces in HIV prevention, care, and treatment for HIV-infected individuals and their families. In 2014, PEPFAR moved from an “emergency” response to a strategy focused on sustainable control of the HIV epidemic by joining the Joint United Nations Programme on HIV/AIDS (UNAIDS) global 90-90-90 goals that state by 2020: 90% of people with HIV are diagnosed, 90% of them are on ART and 90% of them are virally suppressed. Based on excellent performance towards these 2020 goals, 2030 goals have been established for 95-95-95.

 

The Deputy Branch Chief, Technical Programs, supports the Technical Branch Chief and provides support to DHAPP,  located at Naval Base Point Loma, San Diego, CA. The incumbent will represent U.S. DoD programs and interests while collaborating with PEPFAR agencies, OGAC, foreign Ministries of Defense, U.S. Embassies and non-governmental organizations and universities to ensure technical quality of HIV prevention, care and treatment programs in over 50 countries within DHAPP’s portfolio. The position reports directly to the DHAPP Branch Chief, Technical Programs.

 

This position is on a Seneca Solutions prime contract but is held by our partner, Emerge Solutions. The candidate selected will ultimately be an employee of Emerge (emerge-sg.com).

 

DESCRIPTION OF DUTIES

1.       Support the Technical Branch Chief in the review and amendment of funding opportunity announcements, concept papers, proposals, statements of work, phase renewals, and other documents to ensure HIV programs funded by DHAPP meet technical standards in all areas of public health programming for HIV epidemic control through partner militaries.  This includes screening, laboratory capabilities, counseling and testing, prevention of mother-to-child transmission, pre- and post-exposure prophylaxis, and care and treatment, among others.

2.       Work with the Technical Branch Chief to coordinate Technical Branch matrixed staff to ensure they provide technical supporting including updates on a consistent and ongoing basis. This includes but is not limited to convening regular meetings among Technical Branch Matrix Members; developing a schedule for regular briefings for DHAPP HQ and in-country partners on priority technical issues; and creating and sharing materials for timely technical and clinical updates.

3.       Coordinate with Technical Branch Chief to develop virtual and in-person training and educational tools for all staff, including Program Managers and Implementing Partners, to enhance technical program awareness, implementation and refinement. Responsible for ensuring Technical Programs Learning Management Site tool is up to date with technical guidelines, emerging research and best practices.

4.       Represent DHAPP as an interagency subject matter expert for PEPFAR countries, Short-term Task Teams (STTT), and Communities of Practice (CooPs) based on skills and nomination of Director.

5.       Coordinate with other DHAPP counterparts on agenda setting and participant recruitment for DHAPP virtual communities of practice (ECHO) platform.

6.       Conduct in-person assessments of country technical programs as feasible. Coordinate on development of virtual TDYs in absence of in-person assessments.

7.       Participate in DHAPP Inter-branch Site Improvement Monitoring System (SIMS) coordination group providing technical input and supporting SIMS implementation and follow-up compliance on technical programmatic aspects, as appropriate.

8.       Represent DHAPP Technical Programs at relevant conferences and meetings of international and global HIV/AIDS stakeholders and organizations.

9.       Participate in DHAPP all-staff and senior leadership meetings.

10.      Perform other duties as assigned by Technical Branch Chief.

 

REQUIRED QUALIFICATIONS

  • Minimum of a Master of Public Health or master’s degree in a relevant technical field from an accredited college or university.
  • Minimum of two years of experience in international health, health sciences, or in HIV/AIDS programs. Prior work experience with a USG Agency, military, or other international/local organization is advantageous.
  • Knowledge of concepts, principles, techniques and practices of HIV/AIDS prevention, care, treatment, and support programs.
  • Ability to interact positively and professionally within an academic/evidence-based environment.
  • Ability to actively participate in and contribute to internal and external meetings, collaborations, and coalitions.
  • Ability to engage, build consensus and communicate effectively and diplomatically with national and international partners.
  • Excellent organizational and analytical skills.
  • Capable of preparing briefing documents such as technical, progress, and fiscal reports.
  • An understanding of USG regulations and procedures.
  • An interest in working with and on behalf of militaries.
  • Possess strong understanding of monitoring and evaluation principles.
  • Ability to work both independently and cooperatively in an established, culturally diverse team setting.
  • Written and oral proficiency in English; intermediate or better French speaking ability is also desirable.
  • Must be willing and able to travel domestically, internationally, and regionally at least 25% of the time A variety of health and safety precautions must be taken when deploying to foreign counties.
  • U.S. citizenship (no dual U.S. citizenship) and the ability to obtain a Secret Clearance.
